The idea
Policy moves through five stages: agenda setting, formulation, adoption, implementation, and evaluation.
In practice
A problem gets noticed, drafted into options, enacted, carried out, and then judged.
Where people slip
Each stage belongs to machinery this course has already numbered — Gov 475 wires them together.
