The idea
Qajar Persia was squeezed between Britain and Russia in the Great Game; Russia took the Caucasus and neither power let the other invade. Concessions to Europeans, a tobacco monopoly among them, provoked protest. Nineteen oh-five brought a constitution and parliament, dismissed in nineteen eleven.
