The idea
The kingdom of eighteen sixty-one lacked Venetia, still Austrian, and Rome, still papal under French guard. Venetia came in eighteen sixty-six, when Italy sided with Prussia against Austria. Rome came in eighteen seventy, when France withdrew its garrison to fight Prussia.
