The idea
Negotiated rulemaking convenes those with a stake in proposed rules under neutral advisers to reach consensus. Congress and the president oversee through hearings, appointments and budgets. Citizens oversee through the Freedom of Information Act and their votes; whistleblowers publicize misdeeds from within.
