The idea
Tariffs are placed on imports to protect sensitive industries, for humanitarian reasons, and against dumping, traditionally protecting vested interests. The World Trade Organization is where nations meet to negotiate reductions in barriers. The gains from trade are very large, especially for smaller countries, and beneficial to all.
