The idea
A surplus is not proof of health either. It means a country saves more than it invests at home and sends the difference abroad.
In practice
Japan has run large surpluses since about nineteen ninety alongside slow growth.
Where people slip
Investing abroad instead of at home can be a sign that domestic opportunities are scarce, which is not good news.
