The idea
Discouraged workers want a job and stopped looking because they believe none is available. They are a subset of the marginally attached, who looked within the past year but not the past four weeks.
In practice
Neither group is counted as unemployed, because neither searched recently.
Where people slip
The underemployed are the mirror problem: working part time for economic reasons, they count as employed.
