The idea
Schedules four and five have progressively lower potential for abuse, and accepted medical uses.
In practice
Schedule four includes tramadol and benzodiazepines such as alprazolam, diazepam and lorazepam; schedule five consists mainly of preparations with limited amounts of certain narcotics.
Where people slip
Lower schedule does not mean no risk; all are controlled.
