Captions available

The idea

Shantytowns called Hoovervilles grew on the edges of most major cities, and newspapers used as bedding became Hoover blankets.

In practice

A pants pocket turned inside out to show it was empty, called a Hoover flag.

Where people slip

The Yawp says the chronically unemployed camped on public or marginal land, living on bread lines and street-corner peddling.
