The idea
The English Bill of Rights of October sixteen eighty-nine established a constitutional monarchy, stipulating Parliament's independence from the monarchy.
In practice
Rights of freedom of speech, regular elections, and petitioning the king.
Where people slip
It guaranteed subjects trial by jury and habeas corpus, the requirement that authorities bring a prisoner before a court to show cause. Both reappear as colonial grievances.
