The idea
The Military Reconstruction Act of eighteen sixty-seven and three supplementary laws divided the ten southern states that had not ratified the Fourteenth Amendment into five military districts.
In practice
Tennessee excluded, having already been readmitted.
Where people slip
Johnson vetoed the acts as unnecessary and unconstitutional, and Congress overrode him. Readmission now required a new constitution and ratification of the Fourteenth.
