The idea
States that ratified the Fourteenth Amendment would be automatically readmitted, and every former Confederate state except Tennessee refused in eighteen sixty-six.
In practice
Ratification offered as the price of representation and declined by ten states.
Where people slip
That refusal is what made the military phase possible. Congress could now argue that the South had rejected the terms freely offered to it.
