Captions available

The idea

The amnesty exempted Confederate political leadership, high-ranking officers, and anyone with taxable property over twenty thousand dollars.

In practice

A category aimed squarely at the planter class, who now had to seek personal pardons from Johnson.

Where people slip

This satisfied Johnson's long grudge against the planters. Note that his quarrel with them was about class and never about slavery.
