The idea
Harriet Tubman was born enslaved in Maryland around eighteen twenty-two, escaped in the late eighteen forties, and returned to the South thirteen times.
In practice
About three hundred people led out of slavery by her.
Where people slip
She was returning to a state where the Act now gave slave-catchers federal backing, which is what the number thirteen actually measures.
