The responsibility gap: when an autonomous system causes harm, the control condition finds no one home — the machine cannot answer, and no person fully controlled the act.
In practice
A screening model rejects a qualified nurse; the vendor blames training data, the hospital blames the vendor, the model says nothing. Someone owes an answer.
