Response to Intervention
The idea
Response to Intervention is a system for catching learning problems early. It begins with universal screening of all students, then provides early intervention and monitors progress through increasingly intensive tiers. Tier 1 is high-quality core instruction for every student. Tier 2 adds small-group intervention for students who are not progressing. Tier 3 provides individualized, intensive intervention. Students move up a tier when progress monitoring shows they are not responding. RTI offers an alternative to the ability-achievement discrepancy model for identifying learning disabilities, and it is now part of a broader Multi-Tiered System of Supports.
In practice
Worked example: fall screening flags a second grader reading below benchmark. Core reading instruction continues, and the child joins a three-student group three times a week, which is Tier 2. Weekly progress checks show little gain, so the child moves to daily one-on-one intervention, which is Tier 3.
Where people slip
RTI identifies need from how a student responds to instruction, not from a gap between ability and achievement. The tiers add intensity; they are not separate classrooms.
