From Concern to Services
The idea
The path from a teacher's concern to special education services runs through steps the course has taught. Response to Intervention screens every student, then adds small-group and then individualized intervention, monitoring progress at each tier, and offers an alternative way of identifying learning disabilities. IDEA guarantees a fair evaluation. Eligibility falls under one of thirteen federal categories. An eligible student receives an individualized education program, an annual written plan with present levels, goals, services and a way to measure progress, delivered in the least restrictive environment. Section 504 and the ADA protect people with disabilities more broadly.
In practice
Worked example: a second grader flagged at fall screening joins a Tier 2 reading group, then Tier 3 intervention, and still makes little progress. Evaluation finds a specific learning disability. The IEP team, including the classroom teacher, sets a reading-fluency goal with a measurable criterion, and the student spends most of the day in the regular class with support.
Where people slip
RTI identifies need from how a student responds to instruction, not only from a gap between ability and achievement. The least restrictive environment means as much regular-class participation as the student's needs allow, not the same placement for everyone.
