The idea
In argumentative writing, a thesis takes a position on a debatable issue, one on which reasonable people could disagree.
In practice
"Recycling exists" is not debatable; "The city should require recycling in apartment buildings" is.
Where people slip
If no one could disagree, there is nothing to argue, and the paper becomes a report.
