State

A rational number is any number writable as a fraction of two integers with a nonzero denominator; its decimal form ends or repeats.

3/4 ends at 0.75; 1/3 repeats as 0.333…; the integer 7 qualifies as 7/1.

Watch for

Every integer is rational; the reverse fails.
