The arithmetic is neutral the way a photocopier is neutral — reproducing inputs at speed, and the inputs are human choices: pile, labels, objective, utilities.

A biased human decides one case at a time, inconsistently, appealably; a biased model decides every case identically, costumed as neutrality.

Watch for

"Is it biased?" asks about provenance and measured behavior — never about whether math can want things.
