ERROR: "Two-Thirds of the States Ratify an Amendment"

This video presents the same text shown beside it, spoken and on screen. It adds nothing the text does not say.

State

The claim that two-thirds of the states ratify a constitutional amendment is false: two-thirds governs proposal, and three-fourths of the states governs ratification.

Show

Mixing the thresholds turns thirty-eight required states into thirty-four — a four-state error.

Watch for

Two fractions, two steps; the smaller number belongs to the earlier step.
