ERROR: "'Federal' Means Only the National Government"
Captions available
The idea
The claim that "federal" means only the national government is false: federalism names the whole two-level arrangement, states included.
In practice
"The federal government" names one level; "the federal system" names the division itself.
Where people slip
Course usage: "national government" for the level, "federal" for the system.
