The idea
Turnout divides by three possible denominators: voting-age population, voting-eligible population, or registered voters — each producing a different rate.
In practice
By voting-age population, turnout often reads slightly over half; by registered voters it has reached eighty-seven percent.
Where people slip
Voting-age counts residents who cannot legally vote, so it always reads lowest.
