Percent Means per Hundred

The idea
Percent means per hundred. To change a percent to a decimal, divide by 100; to a fraction, write it over 100 and simplify. A percent can exceed 100.
In practice
35% = 0.35 = 7/20; 150% = 1.5; 0.4% = 0.004.
Where people slip
Small percents trip the conversion: 0.4% is 0.004, not 0.04.
