Testable Claims

The idea
A scientific claim must be testable: some practical observation or experiment could show it false. A claim no test can reach cannot be judged by evidence.
In practice
"Unseen beings move the stones at night and leave no trace" cannot be tested; "frost cracks the stones" can.
Where people slip
An untestable claim is not shown true by the lack of evidence against it.
