The idea
Quarantine, the only partly effective measure, delayed more than stopped. Prayer and scapegoats followed: Jews were accused of poisoning wells and the anchor's thousands were massacred; the Flagellants whipped themselves through the streets; many read famine and pestilence as the End Times.
