The idea
Relative poverty is deprivation measured against the standard of living normal in one's own society, so it changes as that society changes.
In practice
Lacking what participation in a society requires is poverty there, whatever it would mean elsewhere.
Where people slip
A society can eliminate absolute poverty and retain relative poverty entirely.
