Zero population growth is the goal, advanced by neo-Malthusians, of a population in which births and immigration exactly balance deaths and emigration.
In practice
A population where each year's arrivals, by birth or migration, offset that year's deaths and departures stays at zero growth.

Zero population growth names a balance point; whether to pursue it as policy is contested, not settled by definition.
