The idea
The working poor are people employed substantially yet still below the poverty line, often because underemployment, a job below one's qualifications, caps earnings.
In practice
A worker holding a full-time, low-wage position while qualified for higher-paying skilled work illustrates underemployment feeding into working poverty.
Where people slip
Full-time employment is not, by itself, evidence that someone has escaped poverty; relative poverty and steady work can coexist.
