The idea
"One person, one vote" is the principle that all citizens' votes should be weighted equally, regardless of where they live.
In practice
Redrawing voting districts to hold equal numbers of residents, rather than equal land area, applies this principle to unequal earlier maps.
Where people slip
The principle addresses equal weighting of votes; it says nothing about whether every eligible citizen actually casts one.
