The idea
Power is the ability to exercise one's will over others, whether or not those affected agree it should be exercised.
In practice
A government imposing sanctions to force a policy change exercises power regardless of the target nation's consent.
Where people slip
Power is not the same as force, and is not held only by governments; any actor able to exercise will over others has it.
