The idea
Consistency is easier to demonstrate than validity and more persuasive to observers, which is what makes a reliable invalid measure dangerous.
In practice
A test producing the same score twice looks trustworthy without anyone checking what it predicts.
Where people slip
Ask what a measure has been validated to predict, and for whom. Repeatability answers neither question.
