Classify the Argument, Give the Counter
The idea
From a case for restricting imports, name which of the five arguments it is and give the standard counter. The five are infant industry, anti-dumping, environmental protection, consumer safety and national interest. Each has a different counter and a different degree of force.
In practice
A new industry needs shelter until it reaches efficient scale: infant industry, countered by the fact that protection rarely ends and other instruments do not tax its own customers. A foreign producer sells below cost: anti-dumping, countered by the fact that a market economy guarantees no producer a profit and cost is hard to compute. Production will move where environmental rules are weaker: race to the bottom, countered by evidence that compliance is a small share of costs and the relocation does not happen. Imported goods may be unsafe: consumer safety, countered by the rule that standards are allowed if scientific and non-discriminatory. A country should not depend on imports of a critical material: national interest, countered by stockpiling and conservation, which address the fear directly.
Where people slip
Two of the five are weak on the economics and strong in practice. Anti-dumping is theoretically shaky and heavily used: a complaint, a negotiated reduction in imports, and the complaint dropped. The national-interest argument is defensible in principle and captured in practice — a material declared strategic in the fifties, delisted in 1960, and still subsidised four decades later.
