The idea
The General Agreement on Tariffs and Trade provided the trading system's rules from 1948, with reductions negotiated in successive rounds. The World Trade Organization began on 1 January 1995, after the Uruguay Round.
In practice
The Doha round was launched at the fourth Ministerial Conference in November 2001.
