Placing an Economy on the Spectrum

Captions available

The idea

To place an economy, ask three questions. Who owns the resources and the businesses, private individuals or the state? Who decides what gets produced and at what price, buyers and sellers or an authority? And how much does government regulate what private owners may do? Private ownership with decentralized decisions sits at the market end. State ownership with central direction sits at the command end. Heavy regulation of privately owned firms sits in between, which is where most economies are. Placing an economy is a matter of degree, not of sorting it into one of three boxes.

In practice

Worked example: a country where firms are privately owned, prices are set by buyers and sellers, and government enforces contracts and collects taxes sits near the market end. A country where the state owns the mines and factories and a ministry sets output targets and wages sits near the command end. A country where private firms operate under extensive licensing, price rules and state ownership of banking sits between the two.

Where people slip

Two cautions. Regulation alone does not make an economy a command economy: rules of the game, such as enforcing contracts and preventing fraud, exist in every market economy and are what make trade possible. And an economy can move along the range over time, so a placement is a description of a moment, not a permanent label.
