Tacit consent: by remaining, using roads, and accepting protection, residents consent through conduct rather than signature—Locke's repair to the contract.
In practice
Ordering at a restaurant without discussing payment still obligates you to pay: conduct can bind.
Where people slip
The repair inherits Hume's problem: consent given because leaving is impossible was never free to withhold.
