Clifford's evidentialism: it is wrong—always, everywhere, for anyone—to believe anything on insufficient evidence. Belief is an ethical act.
In practice
His shipowner suppresses doubts about a rotting vessel and sells the tickets. The ship sinks with all aboard; the believing, Clifford says, was the crime.
