The idea
A naked decimal point is a decimal written without a leading zero, and it can be misread as a tenfold larger figure if the point is missed.
In practice
A leading zero before the decimal point makes the point visible.
Where people slip
Trailing zeros are removed and leading zeros are added. The two rules point in opposite directions.
