Read p ⊃ q as a promise: it's broken only when p happens and q doesn't. An untriggered promise isn't a broken one.
In practice
"If you mow the lawn, I'll pay you $20." You never mow. Did I lie? No — the conditional stands.

The material conditional is the minimal truth-functional "if." English "if" sometimes carries more; the table carries exactly this.
