What Watergate Meant
The idea
Whether Watergate showed the constitutional system working or failing is the question the anchor's own sequence leaves open, and the course states both readings. The case for a system that worked runs through every branch and the press: two reporters and an FBI source exposed the cover-up; Judge Sirica refused to accept an incomplete verdict; the Senate hearings brought the testimony into every living room; the Supreme Court ordered the tapes released; the House Judiciary Committee voted articles of impeachment; and the president resigned before the House could vote. Afterward Congress restrained the presidency itself, with the War Powers Resolution and new limits on the CIA and FBI.
In practice
A president leaving office under the pressure of courts, Congress and press, and a successor pardoning him a month later.
Where people slip
The case for a system that failed is also on the record. Nixon ordered the FBI's investigation blocked six days after the break-in, the Yawp records eighteen and a half minutes missing from the tapes, and after the pardon, in the Yawp's words, Nixon never publicly apologised, accepted responsibility or faced charges. The Yawp says no scandal did more to unravel public trust. The pardon itself divides the same way: Carter thanked Ford for helping heal the nation, and the Yawp says the pardon damaged Ford's chances in nineteen seventy-six. Two misreadings sit on either side. The first says the system worked perfectly; the pardon and the lost trust contradict it. The second says it failed entirely; a president was forced from office by the institutions he tried to evade. The course's position holds both: the institutions removed a president, and the pardon spared him judgement.
