Lincoln's Ten Percent Plan
Captions available
The idea
Lincoln's plan of December eighteen sixty-three offered a general pardon to most southerners, excluding high-ranking Confederate leaders.
In practice
Ten percent of a state's eighteen sixty voters swearing allegiance to the Union and accepting emancipation.
Where people slip
Once ten percent had sworn, the state could write a new constitution. Lincoln wanted a quick settlement that made emancipation easier to accept.
