History of the United States I / Unit 7 USH1 0918 worked example, 60 to 90 seconds
Why the Articles Failed
The idea
Any measure required the consensus of nine states, and amendment required all thirteen. Acts of Congress were non-binding, and states had the option to enforce them or not. Congress had no power to tax, and during the war the states supplied less than half the funding requested, leaving a national debt in the tens of millions by seventeen eighty-four. Each state decided for itself whether to comply with treaties, with no means of enforcement.
In practice
Britain and Spain refusing commercial agreements because they doubted any treaty could be enforced.
Where people slip
Nationalists including Hamilton, Madison and Robert Morris pushed a five percent tax on imports. Rhode Island alone rejected it and unanimity failed. A government that needs thirteen of thirteen to change anything cannot change anything, and that arithmetic is the argument for the Convention.
