The Arc of Theme Thirteen
The idea
The thread runs as a spike. A government constrained by constitutional objection in the eighteen twenties faces a state denying its authority outright in eighteen thirty-two. War then produces conscription, income tax, legal-tender paper, suspended habeas corpus and closed newspapers on both sides, with the states' rights government going furthest. Peace produces military districts, an enforcement apparatus aimed at domestic terrorism, and a federal agency feeding and schooling the freed. And then the retreat, argued on economy, ending in eighteen seventy-seven.
In practice
Fifty years from a government that could not fund a road to one that garrisoned ten states, and back again inside a decade.
Where people slip
Two things to carry. First, the growth is not gradual and not ideological; it is produced by emergency and it outlives the emergency only in part. Second, the retreat was not a return to the starting point. The Homestead Act, the railroads and the land-grant colleges stayed, and so did the amendments, unenforced. What contracted was enforcement, not authority, and the difference between those two is what the next century argues about.
