Captions available

The idea

Reconstruction governments eliminated the Black codes, invested in infrastructure and railroad rehabilitation, and established public education systems enrolling White and Black students alike.

Hospitals, orphanages and asylums funded, and in places firewood and bread supplied to the poor.

Where people slip

To pay they levied land and property taxes, striking at southern economic inequality's foundation and compounding White landowners' cash poverty.
