The Confiscation Acts
Captions available
The idea
The Confiscation Act of August eighteen sixty-one let the Union seize property used by the Confederacy, including enslaved persons, and a second act followed.
In practice
Slavery abolished in Washington in April eighteen sixty-two and banned in the territories that year.
Where people slip
The territorial ban made the Wilmot Proviso and the Free-Soil dream real at last. None addressed slavery as an institution.
