The idea
The Enrollment Act of March eighteen sixty-three required unmarried men between twenty and twenty-five, and married men between thirty-five and forty-five, to register for a lottery.
In practice
Immigrants who had filed for citizenship included in the requirement.
Where people slip
African Americans, excluded from citizenship by Dred Scott, were exempt. Lincoln had already suspended habeas corpus in Maryland, and the administration closed three hundred newspapers.
