The idea

The anchor defines total war as demoralising the enemy by striking military targets and disrupting the opponent's ability to wage war through destruction of resources.

In practice

The distinction between civilian and military targets blurring on both sides.

Where people slip

Neither side entirely abandoned civilian protections. What total war required was governments mobilising all resources, which extended the state into citizens' lives unprecedentedly.
