Planning an Implementation With the Right Tools
The idea
The technique: state which question you are asking before choosing a tool; use a process model to sequence the work, a determinant framework to assess what this setting will obstruct, and an evaluation framework to fix the measures in advance — then measure delivery as well as outcome, so a null result can be located.
In practice
A guideline rollout planned with three tools rather than one. A process model sequences it from problem to sustainment. A determinant framework assesses the setting domain by domain — the outer policy environment, the unit's own culture and readiness, the clinicians' beliefs and confidence, the intervention's cost and adaptability, and how the rollout itself will be run. An evaluation framework fixes the measures before launch: how many of the intended people were reached, how many units adopted it, whether it was delivered as intended, what it achieved, and whether it held a year on. The organizational factors treated as one interacting set, because a single weak one holds back the rest.
Where people slip
Measure delivery, not only outcome. Without fidelity and reach, a change that produced nothing cannot be told apart from a change that was never really made — and the second is the more common.
