The idea
Four men in a dinghy after a shipwreck row toward a shore they can see and cannot reach, and the sea is described as neither cruel nor kind but indifferent. One of them drowns in the surf, and it is not the weakest. Crane based it on his own shipwreck.
In practice
A sea that is indifferent, not hostile.
Where people slip
Indifference is the story's theology.
