The idea
Goods sort by two questions: whether people can be excluded from access, and whether one person's use reduces another's.
In practice
Private goods: excludable, rivalrous. Toll goods: excludable, shared. Common goods: open, rivalrous. Public goods: open, shared.
Where people slip
Toll goods look public but charge a price — private schooling is the anchor's example.
